Login incorrect after adding a new ftp account

After I set up a new ftp account I am not able to log in as that user, I recieve the following error message

Status: Connecting to 123.123.123.123 ...
Status: Connected with 123.123.123.123. Waiting for welcome message...
Response: 220 ProFTPD 1.2.10 Server (ftp.domain.com) [123.123.123.123]
Command: USER test
Response: 331 Password required for test.
Command: PASS *****
Response: 530 Login incorrect.
Error: Unable to connect!
I am able to ftp using the primary account, but any account I create recieve this message.

Doman name, ip address have been changed, etc.

if your sure you are using the correct password then somthing is dicked up


try logging in via ip address

or reninstall proftp

I have tried logging in with both the domain name and by it's ip address. Same results. As for uninstalling ProFTPD that may not be an option since it's a reseller box, etc. I'll see if I can find additional assistance with this issue.
