login to cpanel and index.html doesn't load automatically

hello,

i recently got a RedHat 9 + Cpanel server.

With Redhat 7.3 + Cpanel, when I log in, it automatically loads index page.

however, with redhat 9+cpanel, it shows pages like this:

is there any file I should look into to fix this? and how?

/etc/init.d/cpanel3 stop

Moved here for cpanel and all HTML FRAME for AWSTAT

this is right!, but sometimes there is same problem.
THe problem is with some MOZILLA and IE version...
All week we must restart cpanel to fix this problem for all customer have this problem (for 100 customer, 5 have this problem with cpanel and AWSTAT too)

EXAMPLE with AWSTAT

GET /awstats.pl?config=DOMAIN.TLD&lang=it HTTP/1.1" 200 0 "" "Mozilla/4.0 (MSIE 6.0; Windows NT 5.0)" HTTP/1.0 200 OK Server: cpaneld/7.2 Connection: close Content-type: text/html

and customer look HTML

I restart cpanel and all fix....

i hope in a solution
-THE PROBLEM IS A OS (WIN2000-WIN2003-XP)?
-THE PROBLEM IS MOZILLA?
-THE PROBLEM ARE COOKIE?
-THE PROBLEM IS APACHE OUTPUT?

With RESTART CPANEL, we fixed it once but it came right back after Iwe updated
Is there any permanent fix to get this to go away?
