lynx turn on/off ....?

ok i turned off lynx on a server with
chmod o=-x /usr/bin/lynx

Now!
i like to turn on lynx again with:
chmod 1=-x /usr/bin/lynx


but it comes not up?

is there something wrong?

or do i change anything else on a server with cpanel ??
