    I need to do this:

    "magic_quotes_gpc" option is ON
    "magic_quotes_runtime" option is OFF
    "magic_quotes_sybase" option is OFF
    "file_uploads" option is ON

How do I modify the configuration to this?

    these are in php.ini

to find out where your php.ini file is located:

enter this at the command line:
    php -i >tmpphpinfo;grep "php.ini" tmpphpinfo; rm tmpphpinfo

you will get a line that looks like this:
    <tr><td class="e">Configuration File (php.ini) Path </td><td class="v">/usr/local/lib/php.ini </td></tr>

    That's your php.ini location

Alternatively, you can change these values per-site with a php.ini file in the homedir if you're running phpsuexec or a .htaccess in the webroot if not
