Mail Only Question

If I want to create an account for e-mail only (with a domain name)

How do I set the maximum amount of space allowed for e-mail to be stored?

And also in general, is stored e-mail counted towards an account's total storage usage?

AFAIK, emails do count towards space usage, since they are in the /home/username directory...
