Example: I want to create an account on WHM with 100mb of disk space, but able to create 1gb mail accounts.

    Is it possible?

    No, that is not possible.

The Account Quota _includes_ mailbox quota. So if you set the account quota to 100 MB (so that they can't upload more than 100 MB of web content), you are also limiting their email storage to 100 MB total.

The only way around this would be:
    1. Create one account that does not do mail and is only for website
    2. Create one account that does not include web hosting and is only for mail

that really is not an option/solution - but, it's the only thing you've got for a choice. This is because all mail / web is stored in the user's home directory (under /public_html and /mail) and when you set the account quota, it acts upon the users' home directory.

But if I do this, the two accounts must have different domains...
