Hello.

how do mailman mail list hourly mail delivery configuration?
( I have a 20,000 email list. 200 emails per hour, want to send in total 100 hours)

Those options you're listing only regulate the amount of mail an account can send per day/hour they do not manage the rate at which mailman delivers mail. You'd manage any mailman specific settings in cPanel>>Email>>Mailing Lists -> Manage but this is not an available option for mailman mailing lists.
