Mailman initial install Question

I recall some time back (RH8) that one had to create an initial "master" mailman list owned by the user mailman in order for subsequent list installs to work correctly. Two questions:

- where was that list installed and how is it accesed?
- in, say, CentOS cPanel installs, is this still necessary, or is the master list automatically installed?

IIRC, it's done automatically when you create the first mailman list in the account.
