Mailman will only run if mailing lists exist or are created for one or more cPanel accounts; if there are no mailing lists for hosted user accounts then mailman will not run and the above may be normal.

What is the output shown by the following command?
    Code:
    # find /usr/local/cpanel/3rdparty/mailman/lists -maxdepth 1 -mindepth 1 ! -name "mailman" | wc -l
For Mailman to be started there must be more mailing lists than the default list that is named "mailman"; the above command will report a number for how many lists appear to be setup excluding the default.

The count of zero "0" lists setup (excluding the default/test list) will result in mailman not running; this is normal. When there are at least one or more mailing lists (as setup by end-users via cPanel) then Mailman will be started automatically.
