I would like to prevent the counter from counting reloads, but in the config file, it has the following lines:

What is a proxy server? Can I change this option safely to "No"?

Well, I tried to find the definition of proxy server on Google, but couldn't find one that I could understand. I don't think I'm running one, though, so I changed the count_reload to "No", and it works.

By the way, this was in

    /usr/local/cpanel/3rdparty/share/counter/conf/count.cfg
