managing multiple domains through one ftp login

I have a client leasing an entire server, he has about 100 domains running and wants the ability to ftp to the server and login with one userid/password and see all his sites. I do not want to give him root access. Is there a way to do this?

One thing I was thinking about was setting up his master account with the home directory /home/master and then symlinking all other accounts to that directory, but I believe this will cause ownership and permission issues.

Does anyone have any other suggestions?
