Hey there! I don't think there is a way to resolve this, as that also gives me a 404 error.

Even trying to visit the directory at https://storage.googleapis.com/down...riadbmaxscale/23.02/23.02.1/yum/rhel/7/x86_64 gives a Google Cloud storage error, so this seems to be an issue with that repository or URL.

I checked a modern server and the repository path for MariaDB is MariaDB Archives so I would recommend updating your path to something similar, based on your database version.
/etc/yum.repos.d/mariadb.repo

This is the info in the repo file. I disabled the mariadb-maxscale to bypass the error I was getting. I cannot find an updated url for maxscale.

[mariadb-main]
name = MariaDB Server
baseurl = https://dlm.mariadb.com/repo/mariadb-server/10.6/yum/rhel/7/x86_64
gpgkey = file:///etc/pki/rpm-gpg/MariaDB-Server-GPG-KEY
gpgcheck = 1
enabled = 1

[mariadb-maxscale]
# To use the latest stable release of MaxScale, use "latest" as the version
# To use the latest beta (or stable if no current beta) release of MaxScale, use "beta" as the version
name = MariaDB MaxScale
baseurl = https://dlm.mariadb.com/repo/maxscale/latest/yum/rhel/7/x86_64
gpgkey = file:///etc/pki/rpm-gpg/MariaDB-MaxScale-GPG-KEY
gpgcheck = 0
enabled = 0
