What is this for? Clustering servers or clustering DNS only?
    Master Cluster Server
Enter the IP address of the master cluster server which contains information for the cluster this server belongs to (Optional).

    Examples: 1.2.3.4, 5.6.7.8, 31.3.3.7

It's the old way of doing DNS between servers, it's be phased out in favour of cPanel DNS clustering.
