Master Webmail Access

On our older servers our customers can log into webmail using the default cPanel username and password and then access all mailboxes in their account.

We've just set up a new server with the latest version of cPanel which uses the maildir mail storage format and this ability appears to have disappeared.

Does anyone know if this is normal behaviour for servers using maildir or if we need to change something somewhere to enable this feature.

It's normal for maildir and the "feature" you describe is no longer possible.
