max_input_vars not changing value

    Hello,

    There's a website on my server that's currently using default php 5.6 which through phpinfo() appears to be loading /usr/lib/php.ini, which has the max_input_vars setup to 8000, unfortunately the phpinfo() is showing 3000 instead. The Suhosin is setup but the numbers are higher, is there a way i can see where the 3000 is coming from?
