Maximum mail sent out per hour

    In the WHM, under Tweak Settings, the option "The maximum each domain can send out per hour (0 is unlimited):" does that refer to all mail from that domain or just SMTP connections? Does it affect mail forwarders, so that if a user has mail forwarding to an off-site e-mail account, does that add up for the domain's limit?

    It refers to the number of recipients addressed to on a per domain basis per hour.

    TBH, I don't know whether it includes forwarders.

    is that per hour limit going by server time :00 or does something set a countdown timer/lock at the start of the user's email session that expires after 60 minutes?

    IIRC, I think it may be on a rolling basis, i.e. countback an hour from the current email going through. You'd need to check through exim.pl for a definitive answer as I haven't checked that code for a while.
