Do I need mdadm --monitor --scan –f running if I do not have raid?

"mdadm is a tool for creating, managing and monitoring
device arrays using the "md" driver in Linux, also
    known as Software RAID arrays."

If you have 2 drives, can you use mdadm, to manage it?

No, you don't need it running.
