I've a Intel QuadCore 9550 server with 8 GB ram, and I host about 70 small website.

when I check top in ssh, I'm getting the following :
    Tasks: 144 total, 2 running, 141 sleeping, 0 stopped, 1 zombie
    Cpu(s): 0.1%us, 0.3%sy, 0.0%ni, 99.0%id, 0.5%wa, 0.1%hi, 0.0%si, 0.0%st
    Mem: 8175120k total, 7916576k used, 258544k free, 593248k buffers
    Swap: 4192956k total, 116k used, 4192840k free, 5892312k cached

so, this means 7.8 GB USED :S:S:S and only 200 MB Free !!

but when I check the memory status through "service status" in WHM, I'm getting the following :
    Memory Used 17.7 %

SO what's the problem exactly ??

WHM probably isn't taking into account the RAM that is being used for cached objects.
