   when i migrate a domain account to another server,
   cpanel destroy the dns an recreate it on new server,
   but the old value in dns are not saved why ?

   That's the way they have coded it - DNS zones are always recreated. If you would like to see something else you could always log an enhancement request in bugzilla:
