Migrate emails from a Plesk account to a cPanel account

Is it possible to migrate existing emails from a Plesk account to a cPanel account?

I have root access at the cPanel server but only have the username and password for the Plesk account

You can create the email accounts on the cPanel server and then try using a third-party utility such as imapsync to copy the email data:
