Missing GUI / YUI files in SVN Trac manager

I am encountering some missing files in the SVN/Trac manager section of cPanel. I don't know if it is a cPanel thing, RVSkin or something else, but it appears to be a Javascript problem:

Source File: https://xxx/frontend/rvblue/rvsvntracmanager/index.html
Line: 64

Repeated a few times. Some buttons that trigger dialog pop-ups are broken. I think most of the other Javascript elements are broken as well. What is wrong here?

I found that this referenced file is missing:
/cPanel_magic_revision_0/yui/utilities_container/utilities_container.js

RVSkin and "RV SVN Trac Manager" are third-party products; the "source file" mentioned is not in the stock-default X3 theme. Please see the vendor web site for escalating this through their official support channels:
