There are a lot of missing NameVirtualHost tags in our httpd.conf file.

There must be an easy way for WHM to scan the httpd.conf file and build those missing NameVirtualHost tags. If so, where is it?

I'm not aware of a script. The simples thing is to take out all there are in there, get a list of your IP's and do some text based replacement work on it then add them in a whole block before the first VirtualHost directive is used.
