How have owners been allowing customers access to mod_perl through cPanel? If I want to offer mod_perl to my customers, how do I safely allow the customer to configure what they want without breaching security?

mod_perl in shared hosting with single apache isn't really a safe bet.
Best way for offering mod_perl to customers is have a separate proxied mod_perl httpd for each client but then this would be limited by available server resources. So perhaps a high end VDS would be the starting point and if the program(s) that the client runs is really resource intensive then a dedicated box is unavoidable.

Shared mod_perl ... No Way ... is my personal experience ... It could reveal too many sensitive informative of one client to another under certain circumstances

What application does your client intend to run udner mod_perl?

I was looking at the feasability of runing shared mod_perl but if its deemed that unsafe then a virtual server configuration probably would be the best way to go.
