mod_userdir for non cpanel users

I can't seem to get the mod_userdir to work for a user who was not created by cpanel. I have a few users who I'd like to use, but cannot seem to.

http://default.domain.com/~cpanelusername = works
http://default.domain.com/~noncpanelusername = doesn't work

Anyone have a solution to this?
