Modify cPanel Access Denied page?

    Does anybody know where the file is located that contains the info for the Access Denied page when a client tries to enter an incorrect login/password for cPanel? I'm guessing it's the file located at /usr/local/cpanel/base/resetpass.cgi but the problem is it's encoded so I can see what's in the script nor modify it.

    The page that comes up after attempting to login after three tries has a link to reset the password. The problem is that clients who cant' remember their password try to have it reset, but their email address is kept in ModernBill (and not cPanel) so there isn't an address on file for their account with cPanel. I keep receiving emails from some clients bitching about not getting a new password and I want to remove this link and edit the page.
