Move accounts from drive with failed system

Hi,

The system ( centos/cloudlinux ) have failed and even we are able to boot in rescue system and see all the files and folders from the user accounts we are unable to repair the system itself.

We are looking for solution if its possible to install new OS and cPanel/WHM on new disk drive and move all or at least some of the accounts from the existing drive with failed system to the new drive.

Can something like this be done and how if it`s possible.

Any suggestion will be appreciated.
