Does example.com work properly? When you visually inspect the wp-admin directory is the install.php in there??
Are you using DSO or suPHP on the machine? If you have suPHP on the cPanel machine, files cannot be higher than 644 file permissions and folders cannot be higher than 755 file permissions. It sounds to me like you might have the file set to 666 rather than 644 or the folder set to 777 rather than 755.
