I'd like to transfer a wordpress site using cpanel from one hosting to my reseller whm cpanel account on another host. I've created account with ftp details on whm panel from reseller.
But there is no transfer panel on whm panel. How can I migrate?

What was the purpose of this?
You may need to speak with your WebHost to see if this option is available to you as a Reseller.

Maybe I can download all files from other server and upload via filezilla?
    and then install it? Possible?

I'm not sure as i don't see the transfer option on WHM panel.
    Both are cpanel.

Sure you can upload a Full Website Backup created in your cPanel to the new server so that your WebHost can then move it, and restore it for you on the new server.

Assuming you don't have access to the transfer tools in WebHost Manager to restore an account, contacting your new WebHost is probably the best thing to do here.

it's shared reseller so it doesn't have that option. any alternative way for migration?
