So we have moved cPanel to a new server with a new IP, no change to name servers (we have a license for both) with intention of closing one down, we have migrated all accounts over to the new server, then turned the old one off, none of the sites work once this happens, not sure if it will take time to resolve or have I missed something?

I have used the Transfer tool detailed here

It looks like you did misconfiguration of the nameservers. I hope below steps will help you out,

1. Re-check child nameservers from the domain control panel.
2. Re-check the A record of the nameservers in the DNS settings.
3. Login WHM »Server Configuration »Basic WebHost Manager® Setup check Nameservers configured records.
4. Check WHM »DNS Functions »Nameserver Record Report.
