MySQL and Forwarding Mail issues

I recently purchased a server, and this isnt my first time setting up CPanel, but I had some bumps to get it working properly.

I managed to get everything worked out, except for two things:

1) For some reason when it creates accounts it doesnt seem to setup privilages properly. I'm unable to create MySQL tables/users/etc from CPanel admin.
2) I disabled POP3 and everything at first, but I had reenabled them. I'm unable to get forwarding email addresses to work properly. This was before and after reenabling them.

Any help is appreciated

mysql seems to have fixed itself w/ something I did.. maybe it was the 4.0 password style?
