MySQL Databases Offline in cPanel? (kind of cryptic error message)

Hello! I am trying to make a phpBB (phpBulletinBoard), anyways, I was trying to look at the databases, and got this message:1601258027972.png

Does anyone have any clue? Also, when I try to make a new database, it says it created it succssefully, but once i enter in the admin password and stuff, it says:

The MySQL server is currently offline. This is the source of the issue. If you don't have root access to the server I suggest you to reach out to your hosting provider for assistance,.

Well, I heard from a friend that MariaDB update could be causing the issue. And, I told the guy who has access to the root (my server host) and he has completely ignored me, so there isn't anything I can do for now. Thanks for trying to help guys!
