Mysql Limits problem with user help!

In phpmyadmin Im trying to set this privileges for a user that is loading my server.
When I set this privileges under phpmyadmin, the the user cant access to its administration section of his blog.

Max queries per hour
Max updates per hour
Max connections per hour

Yesterday I assigned values, today I see that all the options are in 0 (zero) value again. How did he removed them?
