MySql Username / Passwords

Is there a way to limit MySql database usersname to being the same as the database name?

Also is there a way to limit the database password to be that of the main account?

If these are not availabe would it be possible to have a single CPanel config file that would have all settings? Possibly made as a part of /var/cpanel/user/username

The way it is set now makes it hard to recover if a database is lost?
