   It's not possible to do it through WHM, But you can Downgrade it through command line, Please check the following thread.

   Downgrades of MySQL are considered unsafe and are not supported by cPanel. In rare cases (e.g. fresh installation of cPanel), the steps linked in the previous post may be of help.
