Do they need their own IP address for the name servers? If not then you can simply edit their dns zone and add the following and it will work fine. Use your current NS IP's

    In their dns zone add:

ns1 14400 IN A 123.123.123.123 (this is your current ns IP for ns1)
    ns2 14400 IN A 321.321.321.321 (and your secondary)

you should be able to register / create it fine at the registrar. After that, they
should register/create fine at their domain registrar.

By the structure of the message in the first post, it is sort of sounding like
that the Netherlands might be requiring DNS servers to be on different subnets
which would be a bit extreme if that were the case but closer to RFC.
