Name servers not function properly

    After we have upgraded our cpanels to 9.0.0 and enabled clustering DNS on our name servers, We are experiencing the
    DNS issues:
    The nameservers don't seem to be properly resolving domain names.

    Even if you ping a none exists domain, like jfdslkjfdsjs, it will be resolved to the name server's IP address.
    and if you run
    root@server11 [/scripts]# ./updatenow
    rsync: failed to connect to rsync.cpanel.net: Connection refused
    rsync error: error in socket IO (code 10) at clientserver.c(83)
    when you ping rsync.cpanel.net or cpanel.net, domains resolved to one of the name servers IP Address.

    In WHM we got:
    Unable to fetch Web Host Manager news. The News server may be down or unreachable. (we believe this is due to the DNS issues)

    Thus we have lots of email problem:
    2004-03-06 10:10:13 H=(Ewa) [*.*.*.*] sender verify defer for <Support@domain.com>: host lookup did not complete
    2004-03-06 10:10:13 H=(Ewa) [*.*.*.*] F=<Support@domain.com> temporarily rejected RCPT <email@ourserver.com>: Could not complete sender verify

    Can someone kindly help? Is it a bug in the new cpanel version? Coz all our servers were working very well in the past,
    the problem just starts after the cPanel upgrade.
