ndc: connect: connection refused Multiple Errors

hello, I have cpanel installed on one of my servers and when logged into WHM as root I get
ndc: connect: connection refused Add Complete when I am Adding an A entry for nameserver .

When I login as a user into cpanel and I try to add a subdomain I get SubDomain Maintenance
SubDomain Added
ndc: connect: connection refused The subdomain, test.domain.com has been added.

Why does it keep on giving me these ndc: connect: connection refused errors and what can I do to get rid of this problem?
