Hi. I'm new to CPanel. I need to create an individual account for another person but he can just
access the ftp, and cpanel details for the domain, not the entire master account. Can anyone kindly explain to me how?

If I understand you correctly, this is not possible at this time. But there is a Feature Request you might like to sign onto located here:
    http://forums.cpanel.net/f145/multiple-cpanel-logins-cpanel-subusers-case-44353-a-77145.html

When you say "master account" do you mean WHM access? If yes, then that Feature request is of no help here.

If that is the case, in a nutshell, you'd need to create a Package here:
    WHM > Packages > Add a Package

Then create a new account, here:
WHM > Account Functions > Create a New Account

This gives the user his own account which would be a full cPanel account, but not WHM access. (which is for root user and Reseller)
