When I create a new account it automatically has a bunch of frontpage folders

this is the entire list - the vti stuff is frontpage related

    cgi-bin/
    images/
    postinfo.html
    _vti_bin/
    _vti_inf.html
    _vti_pvt/
    ../
    htaccess
    index.html
    _private/
    _vti_cnf/
    vti_log/
    _vti_txt/

The /root/cpanel3-skel folder is empty - apache is compiled with NO frontpage support
Frontpage is disabled in everyplace I could find it ...

Where else do I look to get rid of Frontpage ?

Even though frontpage extensions are not in apache they are by default apparently installing in the accounts - removing the extensions removes most of the folders above

As in your other post, when creating your packages, did you assign the extentions when creating a new account.

You may want to edit your hosting packages to remove front page and dedicated IP's
