new accounts with wrong group ownserships

On a cPanel server running CentOS 4.6 32bit.
WHM 11.15.0 cPanel 11.18.1-R20683

New accounts created in WHM seem to have wrong directory group ownerships.

If created by root user, public_html and /home/cpuser will be owned by root:root and the cpanel user will not be able to modify or upload anything into his directory.

If created by a WHM reseller, the reseller user will own the folders.


Any idea what may be going on here?
