When I add a new account via WHM it will not activate untill after I reboot the server. Any suggestions why? Fix?

What CPanel/WHM versions are you running and on what O/S?

I don't know what the problem is, but this explanation may help you figure it out.

When WHM is used to create a new account, it uses a script called wwwacct to perform the necessary operations. One of the things it does is restart apache. When a new account is created, the data is written to the httpd.conf file and requires apache to be restarted to read the modified file.

If you can't access the new account until you reboot, it sounds like the wwwacct file isn't restarting apache for some reason.

When you create a new account, do you need to reboot the server, or does it work if you just manually restart apache?
