Rgd: New Server Acting Weird in File Upload

I got 2 server, lets name it as Old Server & New Server

I got a few "replicate" server which task is to get the "videos" from Old Server(Origin) and then stream to user.

So this is what happen..

Recently i got a "New" server which going to replace "Old" server as Origin Server, then i rsync all the files over. Everything acting fines until....

I start to convert new videos and upload to "New" server using the same php script, at first i thought it was the php script faulty, so i upload to the "old" server and see its working fine.

Then i try use FTP to upload a copy to both old & new server, if i point to the mp4 video of the old server, its work fine.. so what do i mean by works fine..

basically when i type the url.. it will buffer... then quick time player appear and load parts by parts while buffering..

However new server is different, the quick time player will be there for like until the whole video is buffered finish, I tried it at my other computer and ask my friend test.

I also tried upload using Cpanel > File manager, same issue. Old servers fine, new servers got issue.

I was wondering what did i do wrong in the setting of new server that cause the videos that i upload up have to fully buffered before play ( be it using cpanel file manager /ftp / php script )

The video that i rsync from the "old server" to the "new server" is fine and working well as normal.

Its seems whatever i upload to the new server now (being the first contact on the net) will spoil.

Only mp4 videos that lost it meta data or so will need to be fully buffered before playable, mp4 videos that upload fine will start buffer and play smoothly(buffer and play) , while damaged mp4 videos need to fully buffered before the player can know the length of video and then start playing.

How do i fix this, consider both server run cpanel/whm, with the same php settings, apache configuration, apache version etc.

Replicate server wget the video that is newly uploaded to "old server" will buffer right away and play while wget the same newly uploaded video from "new server" will play only after fully buffered.

For cpanel admin:
I created a ticket for this but fail to get an answer, my ticket is #3784785

Hope the public/cpanel admin can help me resolve this issue.
