i have got the WHM manual but it does not give any real help
troubleshooting is not an issue in it
    i cannot create an account

first it says unable to create user
then it says group already created

    i'm lost
i cant find any docs to tell me what is wrong

Check /etc/passwd and /etc/group and see if the username/group are taken. You also need to check the /etc/httpd/conf/httpd.conf file. If you can't figure this out on your own, you can seek professional help either from your host or a third-party.
