No access to whm, cpanel, or shell at intervals

This is the second time I'm noticing this: although the server functions properly otherwise, administrative access becomes impossible for a while.

Haven't figured out the exact interval/time frame when this occurs, but when it happens, I find logging into any administration section of my server impossible at times: no SSH, no WHM, no cPanel. However, imap/exim/Apache/FTP/MySQL appear to work fast and proper.

I've mentioned this in a different thread, which points to a possible DDos attack. I thought that the issue was caused by a runaway process (a PHP script accessing the web from a cron job, that could potentially never time out), but I fixed the potential issue, and that wasn't it. I thought it may have been DDos, but if that were the case, I'd have 100% CPU and nothing would be accessible on the server (yet everything is except the admin sections).

A few minutes ago, when this happened again, CPU usage appeared OK when I was logged in shell (~0.30-0.70). Then everything administrative was shut down. I'm hoping it will come back again like last time, but it's been over an hour now.

Any tips on troubleshooting this will be much appreciated!

UPDATE: It just came back on all of a sudden.
UPDATE: Gone again, two minutes later. Other than a server hack, I don't see what could be going on...

Well, looks like it's my ISP. They're trying to limit bandwidth by targeting non-standard ports, at regular times. The latency and packet drop causes my trouble accessing the server. Sheesh.
