Please check the Feature List that is assigned to the package the user has in WHM > Packages Section > Feature Manager. Search that page for the word backup and you should locate the settings easy enough. ;)

Check your backup settings in WHM > Backup section left menu > Configure Backup to be sure that section is setup as you wish.

In fact there's no button for automated backups in cPanel, because end users are only allowed to take backups manually everytime they need/want, not daily, weekly, etc.

Automated backuping is a feature only available in WHM, which therefore must be configured by an administrator.

Once your settings are set correctly in WHM Backups area, your next move is to wait for the backups to be run (or force a backup from SSH with /scripts/cpbackup --force) Once the backup is run those buttons I believe you're looking for will show up, for the user to click and download a backup.

Is there anything special that we have to do when backing it up? Also how many times should we back the site up?
