    Just so people in the future may understand this error...

    In our case it turned out that when our server was rebooted the backup drive where we have cpanel making weekly backups was not mounted. As a result, the backup routine filled up our main drive with backup files and depleted all drive space on that drive.

    After we deleted all of the backup files on sda1 we then remounted the backup drive hda1 and we no longer got the cpanel license error message.

    That's what it was for us anyway...
