No puedo acceder a sitio sin dominio

Estoy intentando ingresar a un sitio sin dominio a través de mi IP, he leido que se puede ingresar a través de ip/~usuario pero no carga, me muestra
404 Not Found
Please forward this error screen to xxx.xxx.xxx.xxx

Mi pregunta es, debo configurar alguna opción para que esto funcione? Debo colocar algun puerto después del IP para que funcione?
