As soon as there is a stable version stable enough to release, I would imagine.

Why not ask cPanel direct as they are the only ones who would be able to answer your question with some degree of certainty.

Although there have not been any official "releases," obviously something is going on as SpamAssassin filtering has become broken... something had to change for that to happen.

I would imagine the changes you mention may have occured in the nightly security upgrade not in a release build.
