This is so easy to fix. cPanel should enable XLIST by default. It won't break anything.

Outlook 2013 needs this badly. I have many cases were Outlook 2013 do not detect the correct special folders and creates there own language-localized folders instead. Outlook 2013 behaves very inconsistent in this matter.
Solution to this is XLIST.
SPECIAL-USE is enabled by default in cPanel/Dovecot config.
XLIST is just the same under a different name. Why does cPanel not support this? It will not break anything.
Just add XLIST to imap_capability.
