I am relatively new to this so bare with me here.

New email accounts can receive emails just fine from anywhere (hotmail yahoo etc.)

The problem comes when a user tries to send out an email. It will show that the email was successfully sent but it is never actually received by the receiving email address to another server.

I tried sending to a hotmail account then to another server that is using cpanel, it didn't actually get sent to either. Yes, I waited for a couple hours. The server is not heavily loaded and its not having any bandwidth issues.

Now, the only time it will actually send out an email successfully to another server is when its REPLYING to an email that was sent to an account on the server.

At this point I have no idea where to look to fix this issue.
I also tried stopping Configserver firewall (v3.26), didn't fix it.

Check e-mail logs to see how mails are going or what errors you could find,I got a similar issue and the problem was ClamdAvConnector bug making mails not arrive and stuck somewhere so I disable it and stop it.

AOL, Yahoo and Hotmail are notorious for not accepting emails, you may want to check the threads around here for how various sysadmins have dealt with such issues.
